The Payment for Results Program (PforR) is a program
initiated by the World Bank (Word Bank) and started on July 15, 2019 as part of
the program to guarantee water safety and sanitation in rural areas
{sub-program under the Sustainable Rural Water Supply and Sanitation Program –
(SRWSP)}.
The objectives of the Payment for Results Program (PforR)
is to speed up the implementation of the Rural Water and Sanitation Service
Improvement Program through incentives set for indicators that are measured
through the success of the implementation of various tasks in 86 districts and
17 regions in Mainland Tanzania.
In March, 2023, eight (8) regions were included in the
implementation of the Payment for Results Program where previously it was not
part of the program. The regions are Arusha, Kilimanjaro, Tanga, Pwani,
Morogoro, Njombe, Mbeya and Dodoma. Currently, the program is implemented in 25
regions and 137 districts.
The results of the evaluation of the PforR program held in
the third phase from July to September 2022 have shown positive results where
RUWASA has achieved the acquisition of more than 377.24 billion shillings
compared to the second phase where the results enabled the acquisition of an
average of 250 billion shillings.
However, based on achievements recorded during the
implementation of the parent program the Government of Tanzania through the
Ministry of Water (MoW) is intending to request for Additional Funding
(AF) from the World Bank in order to build upon the current achievements, align
the Program with emerging priorities and challenges to the sector, and adjust
elements of the parent program to improve implementation and address
challenges noted during the parent Program implementation.
With this regard, the World Bank in collaboration with the Government of Tanzania has developed the Environmental and Social Systems Assessment (ESSA) report as assessment tool prior the preparation of additional financing of Sustainable Rural Water Supply and Sanitation PforR. Therefore, the ESSA has been disclosed for public review and opinion for improvement of the final draft.
